Trace propagation across triggered builds

Summary

• Agent spans can now share a single OpenTelemetry trace across multi‑pipeline workflows.
• Buildkite automatically propagates trace context from a parent build to triggered builds, including internal trigger chains.
• Enable an OpenTelemetry notification service and tracing on agents; HTTP traceparent header support remains available on request.
