Per-customer request limit for the Customer Account API

Summary

• Added a per‑customer rate limit of 3000 requests per minute per store, shared across all apps using the Customer Account API.
• When the limit is exceeded the API returns HTTP 429 with a THROTTLED error and a Retry‑After header.
• Apps should implement retry logic that respects the Retry‑After value.
